Yes.  Under the Layout Menu, select the 'Create New Layout' link. This will open the following Layout Builder:




Orientation
Select the Orientation you would like to start with, Horizontal, Vertical or Single:




Left/Right or Top/Bottom Modules
You can then split your Template into smaller sections where each Module will be positioned:




Select Modules
Next, select which Modules you would like to appear in each section:




Layout Name
Finally, give your new Layout a Name:
